Enter and View visit to Aspire Day Centres

We completed announced Enter and View visits to four Aspire Day Centre services as part of a planned programme, following Leeds City Council's request. These visits took place between 18 August and 23 September 2025, gathering views from customers, relatives and staff on safety, care, food, activities and involvement.

Enter and View visit to Aspire Day Centres

Aspire provides day centre services for people with learning disabilities and referred to those who use the service as customers.

Between 18 August 2025 and 23 September 2025, we visited four day services, including Technorth Centre, Pudsey Leisure Centre, Rothwell Fulfilling Lives Service and Hillside Enterprise Centre.

During these visits, we spoke to customers and staff about safety, care, food, activities and involvement of these services.

We also shared paper surveys with relatives and online surveys with staff who were not working on the visit days.

We received 83 feedback responses across these services.

Highlights

Activities and social opportunities were consistently highlighted as the strongest aspect of the service by customers, relatives and staff.

Person centred care and relationships were strong across services, with staff demonstrating good knowledge of customers’ needs, preferences and communication styles.

Environment and communication accessibility varied across sites, with Rothwell FLS performing strongly, while other services lacked easy read signage and consistent communication tools.

Safety and quality of care were generally viewed positively, though a small number of safety concerns and inconsistent staffing (including agency use) affected confidence in some areas.

Service quality and staff experience showed mixed views: improvements were linked to better training and activities, while declines were associated with increased paperwork, staffing shortages and reduced support for raising concerns.

Action Plan from Aspire

As part of the Enter and View process, we asked Aspire to respond to the recommendations in our report. The action plan is produced by the Manager of Aspire.

Recommendations

Aspire have embedded person centred care and activities into each service improvement plan.

Each Day Centre manager has been set the objective to review how they implement easy read signage.

They have reinforced with managers that all visitors must sign in to strengthen procedures and improve safety.

Aspire will explore how they can access British Sign Language interpreters, and will consider staff being trained in BSL.

Feedback will help them develop an unfamiliar workers induction, a new digital record system and streamline documentation to free up staff so that they can spend more time with customers.
