People's Voices Partnership (PVP)
What is the PVP?
The Leeds People's Voices Partnership (PVP) is a group chaired by Healthwatch Leeds. It brings together health and care professionals in charge of listening to the public. They work together as one team with the aim of putting people's voices at the centre of health and care decision-making, particularly those with unequal access to health and care or at greater risk of developing health problems.

Who is involved?
Partner membership of the PVP is open to any organisation interested in championing people’s voices in health and care decision-making. This includes the NHS service provider trusts, Leeds City Council, voluntary and third-sector organisations, and research involvement organisations.

How the PVP works together
The purpose of the People’s Voices Partnership (PVP)
The purpose of the PVP is to provide a central place for leaders from health and care organisations, involved in listening to the public, to work together as one team. All of the partners carry out various methods of listening to people to gather feedback about their services.
The PVP was set up by the Leeds Health and Wellbeing Board to help improve how partners listen to people across the city and avoid duplicating work.
Working together in this partnership will help us achieve the ambition set out in the Leeds Health and Wellbeing Strategy 2023-2030. The Strategy says that ‘Leeds will be a healthy and caring city for all ages, where people who are the poorest improve their health the fastest’.
What is it for?
- Coordinate listening to people’s experiences in Leeds.
- Work to shared principles when listening to people.
- Minimise duplication to reduce people feeling they are constantly being asked for the same feedback.
- Share best practice and inspire each other.
- Encourage and support anyone who needs to involve people in their work.
- Provide leadership across the city around the importance of working together.
- Champion people’s voice leadership roles in the city.
- Promote the use of the 3Cs (Communication, Coordination and Compassion) in all health and care settings.
- Provide expertise and challenge to key health and care transformation programmes.
- Transformation programmes are large-scale projects to improve or change a service(s).

What does the PVP do?
A few examples of the work we have done together include:
- Big Leeds Chat - A city-wide listening event bringing decision-makers directly to people.
- How Does It Feel For Me programme - An approach to listening to people's experiences of health and care through many mechanisms of collecting feedback and data.
- Insight Library - A database of all the research and insight about health and care in Leeds.
- The Leeds approach to engaging with communities for research - Principles that we recommended organisations follow when conducting research to listen to people and communities.
