Community Mental Health Transformation Phase 2 – Engagement Report
The Community Mental Health Transformation Programme is a national programme aiming to make community services better and more accessible for people with mental health conditions.
The city of Leeds first started work on this programme in 2021 where we spoke to people in central Leeds for the Community Mental Health Transformation Phase 1.
The programme is now coming to inner west and south Leeds so we spoke to people in community venues in Armley, Bramley, Wortley, Beeston, Middleton, Holt Park and Woodsley throughout November 2023.
In addition to these areas we also did some targetted work focusing on hearing from men, the LGBTQ+ community, employed people and people of faith as they are highlighted as less likely to access community mental health support services.
The insight that people shared is being used to shape the new local community hubs.

Between October and December 2023, we spoke to over 287 people across inner west and south Leeds to hear their views on the Community Mental Health Transformation as it comes to their area in 2024. It was great to make a difference by feeding insight from residents before the new service takes place so that the service is shaped into what people want and expect from the service.
Among many other things, we heard that where people live often has a big impact on their mental health, especially if they do not feel safe, and that many residents wouldn't want to ask for support over the phone.
Highlights
People want regular and reliable mental health care that lasts for as long as people need it.
People want support in local places that people love such as community centres and libraries so that they feel more comfortable to ask for help.
People want services to work with other agencies to solve problems that affect people's mental health such as housing offices or the police.
People want a range of different types of places to get mental health support.
People want mental health services to be accessible to everyone, including people who aren't comfortable using the telephone to ask for help.
