Changing Home Care Engagement Panel Report
In August 2022 we were commissioned by Leeds City Council to set up a panel of people who had recent experience of home care services. The aim of the panel was for the views and expertise of people with lived experience to inform the transformation of home care services across the city towards a Community Health and Wellbeing Service.

We recruited a total of 21 panel members to the panel, a mixture of those who used home care services themselves and their family carers. Panel members were invited to a series of four virtual panel meetings (with support for those who didn’t have digital access) which took place during September and October 2022. During the meetings, people were given the opportunity to share their views, experiences and ideas on a variety of themes relating to how home care services may look in the future.

Highlights
26 wide ranging recommendations were made covering everything from personalised care, health and care services working together, billing, complaints and pay, conditions and training for care workers and future involvement of people with lived experience.
These recommendations will inform the procurement of the new Community Health and Wellbeing Service which is due to happen in 2023.
Panel members will be invited and supported to be involved in future developments of this service such as being involved in the procurement panel.

What happened as a result of the report?
Our report recommendations fed directly into changing home care service in Leeds into a new Community Health and Wellbeing Service, starting with a pilot in one area of the city. We have created a booklet to showcase the progress made so far which will be shared with the panel members.
